Every glass of water, every grain of rice, and every unit of electricity we use traces back to a natural resource that took years, sometimes centuries, to form. Yet with a population well over a billion, rapid urbanisation, and an economy still heavily dependent on farming, the pressure on land, water, forests, and minerals has never been higher. The real question is no longer whether we should use these resources, but how to use them so they continue to serve us tomorrow. This is exactly what natural resource management sets out to answer, and the strategies behind it are far more practical than most people assume.

Why resource management matters
Natural resource management means the planned, sustainable use of major resources such as land, water, air, minerals, forests, and biodiversity. The core idea is simple: extract the most useful value from a resource today without damaging its ability to keep providing value in the future. According to the world conservation strategy, it is the management of human use of the biosphere so that it yields the greatest sustainable benefit to the present generation while preserving its capacity to meet the needs of those who come after.
This balance has become urgent. Resources fall into two broad groups. Renewable resources like forests, water, and soil can replenish themselves if used within natural limits. Non-renewable resources like coal, petroleum, and minerals are fixed in supply and cannot be remade once exhausted. India, for instance, produces only a fraction of its petroleum needs and imports the rest, which makes efficient use and a shift toward alternatives a matter of both ecology and economic security.
The stakes are easy to see in water. Estimates suggest over 600 million people across the country face high to extreme water stress, and per capita water availability is projected to fall from around 802 cubic metres in 2022 to roughly 677 cubic metres by 2050. Add soil erosion, shrinking forest cover, and rising pollution, and the cost of doing nothing becomes clear. Sustainable management is what keeps development and ecological preservation from pulling in opposite directions.
The principle that ties it all together
Running through every strategy is the idea of intergenerational equity meeting present needs without compromising the ability of future generations to meet theirs. The same idea is often summarised through the “R” approach: refuse, reduce, reuse, repurpose, and recycle. These are not abstract slogans. They translate directly into how a household manages waste, how a farmer uses water, and how an industry sources its raw materials.
Key strategies for resource management
Effective management is not a single action but a set of coordinated approaches across forests, water, agriculture, and communities. The most successful programmes treat these as connected systems rather than separate problems.
Forest management
Forests regulate climate, hold soil in place, recharge groundwater, and support biodiversity. Managing them sustainably means harvesting within natural limits and giving the people who live closest to them a genuine stake in their protection. India’s Forest Rights Act of 2006 recognises the rights of forest-dwelling communities to access, use, and manage forest resources, a significant step toward combining conservation with social equity.
The Joint Forest Management (JFM) model is another pillar, under which villagers share responsibility for protecting nearby forests in return for a share of the benefits. Studies of JFM have shown that its success depends heavily on how fairly responsibilities and rewards are shared, and reviews have noted that women and poorer households are often left out of decision-making despite policy intentions to include them. The lesson is that forest management works best when participation is real, not just on paper.
Water management
Water management focuses on conserving water, preventing pollution, and coordinating use through integrated approaches. One of the most effective tools is watershed management, which emphasises scientific soil and water conservation across an entire drainage area to boost biomass production without causing ecological imbalance. Structures like field bunds, contour trenches, farm ponds, percolation tanks, and check dams help rainwater soak into the soil rather than running off and being lost.
The Watershed Development Component of the Pradhan Mantri Krishi Sinchayee Yojana aims to improve the productive potential of rainfed and degraded land through integrated watershed management while strengthening local institutions. Research on integrated watershed management in India’s dryland regions has found measurable gains, including improvements in soil moisture retention, soil organic carbon, agricultural productivity, and water use efficiency. This matters because around half of the net sown area depends on rainfed farming.
Sustainable agriculture
Farming is where land, water, and soil meet, so it is central to resource management. Sustainable agriculture relies on practices that protect the soil and reduce dependence on chemical inputs. Crop rotation and cover cropping keep the ground protected and restore nutrients naturally. Shelterbelts and windbreaks, such as the tree lines planted in parts of Haryana and Rajasthan, have helped slow the intrusion of desert sand into farmland.
Programmes like the Pradhan Mantri Krishi Sinchayee Yojana, with its tagline “more crop per drop,” push for better on-farm water efficiency and assured irrigation, while schemes promoting organic farming reduce the load of fertilisers and pesticides on soil and groundwater. Newer watershed guidelines deliberately shift focus from heavy engineering works toward trees, cropping systems, and soil organic matter recognising that biological measures are often more durable than concrete ones.
Community involvement
Governments and industries set the framework, but local communities make or break it. The integrated approach to resource management deliberately brings together social, economic, and biophysical considerations and involves everyone from village groups to government institutions, including poorer and marginalised people, in the planning stage. When communities own the outcome, protection lasts; when decisions are imposed from above, they tend to unravel.
India also has a long tradition of community-led conservation. The Chipko movement, which began in the Garhwal Himalayas, saw villagers form human chains around trees to stop them being felled an early and powerful example of communities defending the resources their livelihoods depended on.
Examples of sustainable practices
Strategy becomes meaningful only when it is put into action. Several large-scale Indian initiatives show how these ideas work on the ground.
Biogas: turning waste into clean energy
Biogas is one of the clearest examples of resource management that benefits the environment, the economy, and public health at once. Produced through the anaerobic digestion of cattle dung, crop residue, and kitchen waste, biogas provides clean cooking fuel and lighting, while the leftover slurry becomes nutrient-rich organic manure that supplements chemical fertilisers.
India runs one of the world’s largest biogas programmes. Under the family-type biogas scheme run by the Ministry of New and Renewable Energy, the country has installed over five million small-scale biogas plants, with the government providing back-ended subsidies covering a portion of project costs. The National Biogas Programme, running since the early 1980s, was designed to improve rural living standards, reduce pressure on forests for fuelwood, and support women by cutting the drudgery and indoor smoke of traditional cooking.
The benefits stack up neatly: clean fuel reduces dependence on LPG and firewood, the slurry improves soil health, sanitation improves when toilets are linked to biogas plants, and emissions of greenhouse gases like methane and carbon dioxide fall. It is resource management that closes the loop, with one process’s waste becoming another’s input.
Water conservation through mass participation
The Jal Shakti Abhiyan shows what coordinated water conservation can look like at national scale. Launched in 2019 by the Ministry of Jal Shakti, it targets water-stressed districts through five interventions: water conservation and rainwater harvesting, renovation of traditional water bodies, reuse and recharge of borewells, watershed development, and intensive afforestation.
Its companion campaign, “Catch the Rain”, carries the memorable theme “catch the rain, where it falls, when it falls,” nudging citizens and institutions to build rainwater harvesting structures suited to their local climate and soil. The scale of activity has been substantial: in a single annual cycle, millions of water conservation and rainwater harvesting structures were completed, alongside the renovation of traditional water bodies and large numbers of recharge and watershed development works. Recent editions have placed special emphasis on the role of women and on grassroots participation, treating water security as a public movement rather than a purely technical exercise.
Renewable energy and pollution control
Reducing dependence on fossil fuels is itself a form of resource management. India has set ambitious renewable energy goals, including a target of 500 GW of non-fossil capacity by 2030, with solar and wind replacing coal and petroleum. On the pollution side, programmes to clean and rejuvenate rivers such as efforts to restore the Ganga show how management extends beyond extraction to repairing damage already done. Cleaner energy and cleaner water both rest on the same logic: use what nature provides without exhausting or poisoning it.
Bringing the strategies together
What makes resource management effective is integration. A watershed project that conserves water also improves soil and farm incomes. A biogas plant that produces fuel also produces fertiliser and reduces forest pressure. A forest protected by its own community stays standing far longer than one guarded only by distant authorities. Data and technology tie these efforts together; satellite-based systems are used to map land use, monitor droughts, and track forest cover, letting planners act on evidence rather than guesswork.
The essential steps, then, are recognisable across every successful example: understand the limits of each resource, conserve and recharge what is renewable, use what is non-renewable efficiently while shifting to alternatives, and involve the people who depend on the resource in managing it. Done together, these steps turn sustainability from a slogan into a working system.
