India faces a peculiar challenge with climate change. It is among the most exposed countries on the planet, yet it carries far less historical responsibility for the emissions that caused the crisis. This tension shapes every climate decision the country makes: how to protect hundreds of millions of vulnerable people, how to keep an economy growing fast enough to lift them out of poverty, and how to do both while cutting emissions. Understanding this balancing act is the key to understanding what India’s climate response really looks like, where it succeeds, and where it struggles.

Why India is so vulnerable to climate change
Climate vulnerability is not spread evenly. It concentrates wherever people depend directly on a stable environment for their food and income. In India, that describes a huge share of the population. More than 70 percent of the population lives in rural and agrarian areas, often with limited income, weak infrastructure, and poor access to basic services. When the monsoon shifts or temperatures rise, these households feel it first and worst.
Agriculture is the clearest example. A large section of farming still relies on predictable rainfall rather than assured irrigation. Changing rainfall patterns and rising temperatures directly threaten rural livelihoods and the stability of food production. A delayed monsoon, an unexpected heatwave during the wheat-filling stage, or an intense flood can wipe out a season’s income for a smallholder family.
The link between climate and health
Vulnerability is not only economic. Climate hazards like floods and droughts can worsen food insecurity and malnutrition among already vulnerable populations. When crops fail, diets shrink and nutrition suffers, especially for children and pregnant women. Extreme heat strains the body directly, and waterlogging after floods spreads disease. So climate change in the Indian context is also a public health issue, tightly woven into questions of food, water, and income.
India’s policy response: the National Action Plan on Climate Change
The cornerstone of India’s strategy is the National Action Plan on Climate Change. It was launched on 30 June 2008 and built around eight National Missions. The plan is coordinated by the Ministry of Environment, Forest and Climate Change, and each mission is anchored under a specific ministry responsible for its implementation and budget.
The eight missions cover the main fronts of the climate fight together. They are the National Solar Mission, the National Mission for Enhanced Energy Efficiency, the National Mission on Sustainable Habitat, the National Water Mission, the National Mission for Sustaining the Himalayan Ecosystem, the Green India Mission, the National Mission for Sustainable Agriculture, and the National Mission on Strategic Knowledge for Climate Change. The aim was to promote understanding of climate change, support adaptation and mitigation, improve energy efficiency, and conserve natural resources, all through long-term, integrated strategies.
Renewable energy at the centre
Of these missions, the National Solar Mission has received the most attention and momentum. It was launched in 2010 with an original target of 20,000 megawatts of solar power, later revised upward to 100,000 megawatts by 2022. The logic is twofold: solar power cuts emissions, and it also strengthens energy security for a country that imports a large share of its fuel.
This focus on renewable energy has produced real results. India has added renewable capacity at the fastest pace among major economies in recent years. The flip side, which critics have pointed out, is that the solar mission has somewhat overshadowed the others. Missions on water, agriculture, and sustainable habitat are multi-sectoral and multi-departmental in nature, which has made them slower-moving and harder to show visible progress on.
Scaling up: the Panchamrit pledges and net-zero by 2070
India’s international commitments grew sharper over time. Its first Nationally Determined Contribution, submitted to the UN climate body in 2015, set out eight goals, of which three had firm 2030 targets: reaching 40 percent of installed electricity capacity from non-fossil sources, cutting the emissions intensity of GDP by 33 to 35 percent against 2005 levels, and creating an additional carbon sink of 2.5 to 3 billion tonnes of carbon dioxide equivalent through more forest and tree cover.
At the COP26 summit in Glasgow in 2021, India raised its ambition with a set of five pledges known as Panchamrit, or five nectar elements. These committed the country to reach 500 gigawatts of non-fossil energy capacity by 2030, meet 50 percent of energy needs from renewables by 2030, cut total projected carbon emissions by one billion tonnes by 2030, reduce the carbon intensity of the economy by 45 percent by 2030, and achieve net zero by 2070.
From pledges to formal targets
In 2022, India formalised part of this ambition by submitting an updated NDC. The update committed the country to cutting emissions intensity of GDP by 45 percent by 2030 and to drawing about 50 percent of installed electric power capacity from non-fossil sources. It also folded in the idea of “LIFE” – Lifestyle for Environment – framing individual behaviour and mindful consumption as part of the climate solution alongside large structural changes.
The net-zero target of 2070 deserves a closer look because the timing is deliberate. It arrives about two decades later than the 2050 goals of many developed nations. India’s position is that it needs more room to develop, given its low historical emissions and low per capita emissions. The country argues it should not be forced onto the same timeline as nations that industrialised much earlier and contributed far more to the problem.
Engaging on the global stage
India has consistently linked its domestic action to international negotiations. The NAPCC itself promised that India would engage actively in multilateral negotiations under the UN climate framework in a constructive, forward-looking manner. In practice, this means India pushes hard on two themes that matter for developing nations: climate finance and “policy space” to keep developing.
This was visible at recent summits. At COP30, India entered with a clear strategy built on three priorities – securing climate finance, protecting development space, and keeping flexibility in how agricultural emissions are reported. It managed to get food security and rural livelihoods reflected in the final text and resisted binding methane targets on agriculture, but won no major breakthrough on finance. That outcome captures a recurring frustration: the gap between the scale of adaptation needed and the money actually flowing to fund it.
Balancing growth, equity, and the environment
The deepest challenge in India’s climate plan is balancing economic growth with environmental sustainability. The NAPCC was explicit about this from the start. Its founding principles include protecting the poor through an inclusive and sustainable development strategy, and achieving national growth and poverty alleviation objectives while ensuring ecological sustainability. In other words, climate action cannot come at the cost of development for the poorest.
When climate action creates new injustices
This is harder than it sounds, because well-intentioned climate measures can sometimes hurt the very people they aim to protect. Researchers using a climate justice lens have shown that the costs of popular mitigation and adaptation measures are sometimes disproportionately borne by marginalised communities. Large solar parks, afforestation drives, and coastal embankments can displace people or restrict access to land and water that poor households depend on.
Adaptation programmes carry a similar risk. A study of a drought-mitigation irrigation scheme in Maharashtra found that benefits tended to flow toward better-off households even though the scheme was designed to prioritise poorer farmers. The lesson is that climate policy needs careful design and monitoring, or it can quietly widen the inequalities it was meant to reduce.
Building genuine resilience
The more promising path is locally rooted adaptation that puts vulnerable communities at the centre. Programmes that help smallholder farmers diversify their crops, improve soil and water management, and access digital crop advisories build resilience from the ground up. Experts also argue for embedding “loss and damage” planning – preparing for harms that cannot be avoided – into state-level climate plans, with priority for flood-prone and disaster-exposed states like Bihar, Assam, and Uttarakhand, and a strong focus on climate-smart agriculture and crop insurance for smallholders.
This is where India’s climate story comes full circle. The country’s vulnerability is rooted in the dependence of its rural majority on a stable climate. Its policy response, through the NAPCC missions and the Panchamrit pledges, tries to cut emissions while keeping the economy growing. And its emphasis on equity is a recognition that a climate plan is only fair, and only durable, if it protects the people most at risk rather than passing the costs of transition on to them.
