India is one of the fastest-digitising countries in the world, yet a large section of its population is being left out of this transformation simply because of their gender. When we talk about the “digital divide,” we usually mean the gap between those who have access to computers, smartphones, and reliable internet and those who do not. The gender digital divide narrows this lens further: it describes the unequal access that women and girls have to digital devices and the internet compared to men. This is not a minor statistical footnote. India alone accounts for roughly half of the world’s gendered digital divide, and the consequences ripple through education, employment, health, and financial independence.

How wide is the gender digital divide?
The numbers paint a stark picture. According to the National Family Health Survey (2019-21), only about one in three women (33%) have ever used the internet, compared with more than half (57%) of men. The gap becomes even sharper in villages, where men are roughly twice as likely as women to have ever gone online.
Globally, India has stood out for the size of this gap. Within the Asia-Pacific region, India recorded one of the widest gender gaps in internet usage, with a much smaller share of women connected than men. Mobile ownership shows the same pattern. Women are about 15% less likely to own a mobile phone and around 33% less likely to use mobile internet services than men. Even where connectivity exists, women are more likely than men to remain offline despite having internet access, which tells us that access alone does not guarantee meaningful use.
Access barriers facing women and girls
The gender digital divide is rarely caused by a single factor. It grows out of overlapping disadvantages that stack on top of each other. Researchers often describe this as a “triple disadvantage” for women: a rural-urban gap, an economic gap, and a social gap that all push in the same direction.
Socioeconomic barriers
Cost is one of the most immediate hurdles. Smartphones and data plans require money, and within many households women have less independent income and less control over how household money is spent. When a family can afford only one device, it is frequently the man or a son who owns and uses it. Boys are far more likely to own a mobile phone and a smartphone than girls, and women often borrow phones from male relatives rather than owning their own.
Lower literacy and education levels deepen the problem. A woman who has had limited schooling may find it harder to navigate apps, type in a second language, or judge which information online is trustworthy. Surveys suggest only around 30% of women know how to use the internet to find information, operate mobile money, or access digital services. This is the “second-order” divide: even after a device is in hand, the skills gap keeps women from using it fully.
Infrastructure and network barriers
Where you live shapes what you can do online. Rural broadband penetration sits well below the national average, so women in villages contend with patchy networks and slower connections even before social factors come into play. Public WiFi has been promoted as a low-cost way to connect rural areas, but research shows it does not benefit everyone equally. In one study of a rural community, free public WiFi was used mostly by men, whose freedom of movement let them gather at hotspots, while women were tied to weaker, more expensive mobile data at home. The infrastructure existed, but the way public space is gendered meant women could not use it.
The rural-urban divide also varies dramatically across the country. The gap between women and men is among the narrowest in states like Goa, Kerala, and the Northeastern states, and among the widest in states such as Bihar, Uttar Pradesh, and Rajasthan. Geography, in other words, is not just about cables and towers; it interacts with local culture.
How social norms control women’s internet use
If money and infrastructure were the only problems, they would be relatively easy to fix. The harder barrier is social. In many households, a woman’s online activity is not her own decision to make.
Male gatekeeping and the “risk to reputation”
A recurring theme in research is the idea of the “male gatekeeper.” The internet is often seen as a risk to the traditional social order, and male relatives restrict or monitor girls’ and women’s access to it. Before marriage, a phone may be viewed as a threat to a young woman’s reputation. After marriage, phone use can be framed as a distraction from caregiving and household duties. Women frequently avoid speaking on the phone in public, preferring to keep conversations within the home because of prevailing norms and fear of judgement.
This control can be subtle. A study in rural Madhya Pradesh found that even when women were technically allowed to use a phone without permission, their actual use was tightly constrained by narrow expectations about what women should do online, dependence on men for ownership, poorer-quality handsets, limited skills, and very little leisure time. The researchers called it “freedom within a cage.” The permission existed on paper; the real freedom did not.
Shared devices and limited privacy
When a single phone is shared among family members, men frequently get first priority. Women often receive shorter, less private, and less meaningful access to shared devices. It is also common for a woman to share her phone passwords with male relatives so they can monitor her usage. The result is a kind of digital presence that is supervised rather than independent, which discourages exploration and learning.
Mobility and the gendering of public space
Social control over women’s movement also limits digital access. Because norms restrict where women can go and how long they can linger in public, they cannot tap into the same community connectivity that men enjoy. Traditional social norms play an outsized role in keeping rural women specifically away from mobile internet, beyond what cost and availability alone would predict.
Why this gap matters: the wider implications
The digital divide is not only about convenience. As more of daily life moves online, being shut out of the internet means being shut out of opportunity.
Consider employment. As India shifts rapidly from agriculture into a services-led, technology-driven economy, women face mobility barriers to moving into and staying in higher-paying jobs precisely because they lack digital access and skills. The digital gap therefore feeds into the wider problem of low female participation in the workforce.
The pattern of use matters too, not just the fact of access. Women’s online activity tends to cluster around entertainment and communication, while men use the internet more broadly for learning, work, and transactions. This means that even connected women often gain narrower skills and fewer opportunities, reinforcing an almost invisible cycle of disadvantage. Connectivity by itself does not equal empowerment.
Health, banking, government welfare, and education are increasingly delivered through digital channels. A woman who cannot navigate these tools may miss out on entitlements meant for her, struggle to access health information, or remain dependent on others for basic financial tasks. The pandemic made this painfully clear, when schooling and many services moved online and households with scarce devices often prioritised boys.
Empowering women through ICT
The encouraging news is that this gap is not fixed. Several approaches have already shown real results, and they tend to work best when combined.
Digital literacy programmes
Government-led training has reached large numbers of women. The Pradhan Mantri Gramin Digital Saksharta Abhiyan (PMGDISHA), launched under the Digital India programme, set out to make 6 crore rural households digitally literate, with special focus on women, SC/ST communities, and other marginalised groups. Women have made up over half of those enrolled, trained, and certified under the scheme, and the programme eventually exceeded its target, training more than 6 crore people by 2024. Earlier efforts like the Digital Saksharta Abhiyan and the National Digital Literacy Mission built the foundation for this.
The evidence on outcomes is promising. A controlled study of digital literacy training for adolescent girls in rural India found that trained girls reported better access to ICT devices, improved continuation of education, greater awareness of government schemes, and even an increased sense of safety. The same research warns, though, that high dropout rates and inconsistent training quality remain real obstacles, so follow-up and good content matter as much as the initial training.
Community and “train the trainer” models
One reason many programmes stall is that an outside trainer may not be trusted or may not understand local constraints. Peer-led models tackle this directly. The Internet Saathi initiative, launched in 2015 by Tata Trusts in collaboration with Google, trained local women to become digital literacy trainers for other women in their own villages. Because the trainer is a familiar neighbour rather than a stranger, families are more comfortable allowing women to participate.
The scale has been significant. By 2019, over 81,500 Internet Saathis had helped more than 28 million women learn about the internet across nearly 289,000 villages. Crucially, the programme later added a livelihood dimension, connecting trained women with income-generating opportunities so that digital skills translate into economic gain rather than ending at basic literacy.
Policy support and an enabling environment
Training cannot succeed in isolation. Wider connectivity in rural areas, affordable devices and data, and household-level awareness of the benefits of women being online all need to move together. One persistent obstacle for policymakers is the shortage of gender-disaggregated data on who is using digital tools and how, which makes it harder to design and measure targeted interventions.
Affordability measures, safer online spaces that address the very real concerns families have about harassment, and content available in local languages all help lower the barriers. So does involving men and families rather than working around them, since the gatekeepers themselves often need to be persuaded that a connected woman is an asset to the household. The most effective strategies tend to combine wider smartphone access, accelerated digital literacy programmes, and a deliberate effort to end digital discrimination.
The road ahead
Closing the gender digital divide is not simply about handing out more phones. Access, skills, and agency form three connected layers, and progress on one without the others leaves the gap largely intact. A woman needs a device she controls, the skills to use it meaningfully, and the social freedom to do so without fear or supervision. Programmes that have worked best treat the problem as social as much as technical, working with communities rather than around them.
The stakes are high. With hundreds of millions of women in the country, every step toward closing this gap unlocks enormous potential for participation in the economy, in education, and in public life. A digital future that includes only half the population is not a complete one.
