When the world gathers each year to negotiate climate action, a fault line runs straight through the room. On one side sit the wealthy, industrialised nations that built their prosperity on fossil fuels. On the other sit developing economies that contributed little to the problem but face the harshest consequences. This split, known as the North-South divide, is one of the most stubborn obstacles to global climate cooperation. It is not just a debate about carbon. It is a debate about history, fairness, money, and who owes what to whom. Understanding this divide is essential to understanding why climate negotiations are so slow, so tense, and so frequently disappointing.

What the North-South divide actually means

The terms “Global North” and “Global South” are shorthand for two broad groups of countries. The North refers to industrialised, high-income nations, mostly in Western Europe, North America, and parts of East Asia and Oceania. The South refers to developing and lower-income countries across Africa, Latin America, South Asia, and Southeast Asia. The labels are economic and political, not strictly geographical. Australia, for instance, sits in the southern hemisphere but belongs firmly to the “North” in this framework.

The divide has deep roots. Much of it traces back to colonialism and the industrialisation that followed in developed countries, which created lasting gaps in wealth, infrastructure, and technological capacity. These historical differences now shape almost every aspect of climate politics.

The emissions gap

The clearest expression of the divide is in greenhouse gas emissions. The most affluent countries are responsible for around half of all emissions since the Industrial Revolution. The contrast in lifestyles is stark. Privileged populations in Europe and North America generate a carbon footprint many times larger than that of the world’s poorest nations combined. In 2019, the top 10% of global emitters accounted for roughly 48% of global CO2 emissions, while the bottom half of humanity produced only about 12%.

Resource consumption follows the same pattern. Developed countries, holding only about 20% of the world’s population, consume close to 80% of the world’s resources, including energy, minerals, water, and food. The lower consumption in developing countries is largely not a choice. It reflects economic constraints and limited access rather than environmental virtue.

Who suffers most

Here lies the cruel irony of climate change. The countries that contributed least to the problem are often the most exposed to its effects. Developing nations, frequently located in tropical and coastal regions, bear the brunt of environmental degradation and climate impacts while having the fewest resources to protect themselves. Rising seas, intensifying cyclones, droughts, and floods hit hardest where defences are weakest. This mismatch between responsibility and consequence is the moral engine of the entire North-South debate.

Common but differentiated responsibilities

The international community tried to address this imbalance with a principle that sounds technical but carries enormous weight: Common but Differentiated Responsibilities and Respective Capabilities, usually shortened to CBDR-RC. It is the idea that while protecting the planet is a shared duty, the burden should be distributed according to each country’s contribution to the problem and its ability to act.

The principle was formally articulated in the Rio Declaration on Environment and Development in 1992, particularly in Principle 7, and was cemented in the UN Framework Convention on Climate Change (UNFCCC) the same year. The Convention’s language is direct: parties should protect the climate system on the basis of equity, and developed countries should take the lead in combating climate change and its adverse effects.

How CBDR splits responsibility

CBDR rests on two ideas working together. The “common” part recognises that every country shares responsibility for protecting the global environment, because problems like climate change cross all borders. The “differentiated” part recognises that responsibilities differ based on historical contribution and on financial and technological capacity. In practice, this meant developed countries were expected to lead on cutting emissions and to support poorer nations with finance and technology.

The principle was put into operation by dividing countries into two categories. The UNFCCC separated parties into “Annex I” countries, broadly the developed world, and “non-Annex I” countries, the developing world. The 1997 Kyoto Protocol took this further by imposing legally binding emission targets only on developed nations, an explicit acknowledgement of their historical responsibility.

How the principle has evolved

CBDR has not stood still. The 2015 Paris Agreement retained the principle but added an important qualifier: responsibilities should be understood “in light of different national circumstances,” signalling that responsibilities are not static but must evolve as a country’s capabilities change. Instead of rigid binding targets only for developed nations, Paris introduced Nationally Determined Contributions, allowing each country to set its own pledges with flexibility based on national circumstances.

For developing economies, CBDR remains a vital shield. India, for example, frequently invokes the principle in climate negotiations to safeguard its developmental priorities. At recent climate summits, India has argued that all countries should have equitable access to the global carbon budget as a finite shared resource, and has called on wealthy nations to reach net-zero much earlier than their announced dates, since they have already used more than their fair share of that budget.

Why cooperation keeps breaking down

If the principle of fairness is widely accepted, why do negotiations remain so difficult? The answer is that North and South interpret fairness in fundamentally different ways, and several recurring disputes keep them apart.

The historical responsibility debate

The South argues that the world’s environmental problems were largely created by industrialised nations, and that the costs of fixing them should therefore fall mainly on those nations. Developing countries insist that environmental concerns should not become an excuse to impose development restrictions on countries already on the margins of the global economy. Their priority, they say, must be lifting people out of poverty.

The North largely accepts that it caused most of the historical damage and should therefore accept deeper emission cuts. But it contends that because climate change threatens the entire planet, the South must also accept binding limits on its emissions for the good of humanity. This is the heart of the standoff: agreement on the past, disagreement on the obligations of the present.

The rise of emerging economies

The original North-South split is also being complicated by changing economic realities. China’s emissions have grown more than threefold over three decades, and the country now accounts for roughly 27% of global emissions, more than all developed nations combined. This has prompted industrialised countries to call for emerging economies such as China, India, and Brazil to gradually take on obligations closer to those of developed nations.

This creates a tension over whether rapidly developing economies should keep receiving the same treatment as the poorest countries. A useful distinction here is between past and future emissions. The North is responsible for the majority of past emissions and is now reducing its output, while the emissions of many developing nations remain on an upward trajectory and will not peak for at least another decade. As a result, developing countries increasingly share responsibility for reducing future emissions, even as the North shoulders the burden of the past.

The money problem

Few issues divide North and South more sharply than climate finance. Back in 2009, developed countries pledged to mobilise US$100 billion annually by 2020 to help developing countries cut emissions and adapt. That target was reached only years late, and its terms were so loosely defined that the two sides could not even agree on whether it had truly been met.

The frustration boiled over at COP29 in 2024, the summit dubbed the “finance COP.” Negotiators agreed a new goal calling on developed countries to lead in mobilising at least US$300 billion per year by 2035, tripling the previous target. On paper this sounded like progress. In practice, many developing countries reacted with anger, with some representatives branding the figure a “joke” and a “betrayal.” Researchers had recommended that climate finance should reach at least US$1 trillion each year, making the agreed sum look modest against the scale of the need. Analysts also noted the new goal commits developed countries only to “take the lead” rather than guaranteeing a fixed sum.

The technology divide

Access to clean technology is another flashpoint. Developing countries argue that technology transfer from wealthy nations is essential if they are to pursue low-carbon growth without repeating the carbon-heavy path of the past. But intellectual property rights, commercial interests, and questions about implementation capacity complicate any sharing. The UNFCCC’s Technology Mechanism was created to speed this transfer along, yet progress has been slow and doubts about its effectiveness persist.

Signs of movement

The picture is not entirely bleak. New coalitions have emerged that cut across the old North-South lines. The Alliance of Small Island States and the group of Least Developed Countries, both extremely vulnerable to climate impacts, form alliances with partners across the development spectrum rather than sticking rigidly to one bloc. A notable breakthrough came at COP27 in 2022 with the establishment of a Loss and Damage Fund, which recognised that some climate impacts are now unavoidable and require compensation beyond mitigation and adaptation.

The path forward will require rebuilding trust between developed and developing countries, stronger financial, technical, and capacity-building support for the South, and a more equitable distribution of both the costs and the benefits of climate action. Without that equity, cooperation will keep stalling, and the planet does not have time for endless delay.
