The idea that humanity could be “improved” through controlled reproduction is one of the most consequential and disturbing concepts in modern science. It rose from a respectable academic theory to a justification for forced sterilisation and mass murder within a few decades. Understanding eugenics is not just an exercise in history; it helps us recognise how scientific language can be used to disguise discrimination and prejudice. This is the story of where the idea came from, how it was applied, and why it collapsed into one of the great moral failures of the twentieth century.

What eugenics actually means

The word “eugenics” was coined in 1883 by the British scientist Francis Galton, a cousin of Charles Darwin. He built the term from two Greek roots: eu, meaning “good,” and genes, relating to birth or stock. Put together, eugenics literally means “well born” or “good in birth.”

Galton defined it as the science of improving human stock, a project that he believed should take account of all influences that give “the more suitable races or strains of blood a better chance of prevailing speedily over the less suitable.” In simpler terms, eugenics aimed to increase desirable hereditary traits in a population and reduce undesirable ones through controlled reproduction, much as a breeder selects animals for particular qualities.

The intellectual roots of the idea

Galton’s thinking grew directly out of Charles Darwin’s theory of natural selection. He reasoned that in nature, the “fittest” survive and pass on their traits, but in human society this process is interrupted because people protect the weak and the poor. His conclusion was that humans should consciously guide their own evolution.

He first developed these arguments in his 1869 book Hereditary Genius, in which he studied prominent English families and concluded that intelligence and talent were largely inherited. This belief, that complex social traits like intelligence and even “criminality” were biologically fixed and passed down, became the central and deeply flawed assumption of the entire eugenics movement. Galton’s work later combined with the rediscovery of Gregor Mendel’s research on inheritance to give the movement an appearance of scientific rigour it did not deserve.

Positive and negative eugenics

Eugenics was generally pursued through two opposite strategies. The distinction between them is important because it explains how the same underlying idea could be expressed as both encouragement and coercion.

Positive eugenics

Positive eugenics sought to encourage reproduction among people considered to have desirable traits. In its early form under Galton, this meant urging healthy, intelligent, and capable people to marry early and have more children, with the goal of building an “improved” human race. Programmes that gave awards to large “fit” families, or that promoted marriage between people of high social standing, fall into this category. On its surface it sounds benign, but it rested entirely on the assumption that some groups of people were inherently more valuable than others.

Negative eugenics

Negative eugenics took the darker approach of discouraging or preventing reproduction among people judged to carry undesirable traits. As it developed in the United States and Germany, negative eugenics played on fears of “race degeneration” – the anxiety that the poor and the disabled were reproducing faster than the wealthy and educated. This fear translated into real policies: restrictions on marriage, immigration controls, institutional confinement, and ultimately forced sterilisation. It was negative eugenics that produced the movement’s most severe human rights abuses.

How eugenics was put into practice

By the early twentieth century, eugenics was not a fringe idea. It was treated as cutting-edge science, and eugenics societies sprang up across the industrialised world, especially in the United States, Britain, and Germany. Many respected scientists and political leaders endorsed it before its consequences became clear.

The American sterilisation laws

The United States moved early to translate eugenic theory into law. In 1907, Indiana passed the first law in the world allowing the involuntary sterilisation of people labelled “defective.” Other states followed. The movement’s hub was the Eugenics Record Office at Cold Spring Harbor, New York, which collected family data to push for sterilisation legislation.

The turning point came in 1927 with the Supreme Court case Buck v. Bell. The court upheld Virginia’s right to sterilise Carrie Buck, a young woman institutionalised after being raped and labelled “feebleminded.” Justice Oliver Wendell Holmes Jr. wrote the notorious line, “Three generations of imbeciles are enough.” Later research showed that neither Carrie Buck nor her relatives were actually disabled, yet the ruling stood. It opened the door to tens of thousands of involuntary sterilisations across the country, and it has never been formally overturned.

The Nazi catastrophe

The most extreme application of eugenics took place in Nazi Germany. German policymakers studied American sterilisation laws closely. Within months of Hitler coming to power, the regime enacted the Law for the Prevention of Offspring with Hereditary Diseases in 1933, which mandated the forced sterilisation of people diagnosed with conditions such as schizophrenia and “hereditary feeblemindedness.” Around 400,000 people were sterilised under this law alone.

Eugenic thinking did not stop at sterilisation. It provided the ideological basis for the so-called “euthanasia” programme that murdered institutionalised disabled patients, and it underpinned the racial hygiene laws that built toward the Holocaust. The movement that had begun as a theory about “improving the race” ended in the systematic killing of those deemed unworthy of life. After the horrors of the Second World War became known, eugenics was discredited as both science and policy, and is today widely regarded as a pseudoscience.

Eugenics and the Indian context

Although the modern science of eugenics was a Western invention, the underlying impulse to control reproduction for the sake of “better” offspring appeared in many cultures, including ancient India. Some scholars have argued that elements of the caste and varna system reflected an early, religiously framed form of selective breeding, with strict rules against inter-caste marriage intended to preserve the supposed purity of a lineage. It is worth being careful here: this was a practice rooted in religious and social custom rather than science, and the comparison to modern genetics is one made in hindsight rather than a claim that ancient societies understood heredity.

Eugenics in colonial India

The formal science of eugenics reached India during the colonial period and took firm hold in the 1920s and 1930s. Several eugenic societies were established in India during these decades, in line with the idea’s growing global popularity. The movement became closely tied to two powerful forces of the time: the rise of nationalism and the campaign for birth control.

For many Indian reformers, eugenics offered a way to argue that Indians could manage their own reproduction and “breed a better India,” demonstrating their fitness for self-rule. Figures such as the feminist and nationalist Lakshmibai Rajwade openly called for bringing “the science of eugenics into our practical lives.” Western advocates were also active here: the British birth control campaigner Marie Stopes promoted contraception in colonial India with a strong eugenic slant, and the American Margaret Sanger toured the country in the 1930s urging Indians to focus on the “kind of people” their children would become.

It is important to note that eugenics in this period was not confined to one political ideology. As historians point out, it was embraced by liberals, leftists, feminists, and nationalists alike, often as part of broader efforts to improve nutrition, sanitation, and public health. This is precisely what makes the history so instructive: well-meaning people, pursuing what they believed were progressive goals, adopted a framework that valued some human lives over others.

Why the ethical problems run so deep

The fundamental flaw in eugenics was never just its misuse; it was the idea itself. Eugenics required someone to decide which human traits were “desirable” and which were not, and that judgement was almost always shaped by the prejudices of the powerful. Traits associated with poverty, disability, certain races, or lower social status were branded as biologically inferior, when in reality they reflected social circumstances, not genetics.

The science was also simply wrong. Complex traits like intelligence are not determined by single genes that can be bred in or out of a population, and eminent geneticists demonstrated even at the time that sterilising affected individuals would never meaningfully reduce the conditions eugenicists feared. The movement combined bad science with the violation of the most basic human rights: the right to bodily autonomy and the right to have a family. These abuses, from coerced sterilisation to discrimination based on physical and mental traits, are why eugenics is now studied as a cautionary tale rather than a scientific discipline.

The lasting relevance of this history

Eugenics may seem like a closed chapter, but its core question has not disappeared. As genetic testing, embryo screening, and gene-editing technologies advance, societies increasingly face decisions about which traits to select for and which to avoid. The vocabulary has changed, but the underlying tension between scientific capability and ethical responsibility remains the same. The history of eugenics is valuable precisely because it shows how easily the desire to “improve” humanity can slide into deciding whose lives are worth living.
